Managing the Surplus Framework Agreement 2009 (MTSF)

An updated version, pulling together the changes since the introduction of MTSF2, this agreement deals with issues such as Voluntary redundancy and excess travel terms where there is a surplus.  Renegotiated around the edges, it introduced the concept of TMA (n.b. For Arthur.C. Clark fans, That’s not an Alien Monolith, it’s Termination by Mutual Agreement).

Attendance Procedure

An agreement that sets out how POL deal with members whose pattern of attendance falls below the expected standard, and what they must take into account when deals with the individual.

Unfortunately, from time to time there is a need for management to look at the behaviour of a member.  This agreement ensures that it is done so in a way that encourages good behaviour, and focuses on prevention rather than punishment.  Recently updated following changes to the law in April 2009

A fundamental agreement covering a wide variety of issues concerning how duties are organised, and what members rights and responsibilities are when they are at work

Operational Efficiency Agreement

With continued financial losses and the loss of Benefits Agency work, it was inevitable that time would be taken out of Offices.  This agreement sets out the structured approach to carrying out this task.  Hopefully a case of the scalpel, not the hatchet!

An agreement emerging from the 2007 pay dispute.  This agreement finally resolved the long running issue of the lower paid CSA grade working alongside the Postal Officer grade.

Postshops – Agreement for upskilling of Retail Sales Consultants (RSC) to Customer Service Consultant (CSC)

With the future of postshops constantly looked at, this agreement secures the future of the workers in them, by upskilling them to the same grade as counter clerks

Product Sales Specialist (PSS) Introduction and Incentivisation Arrangements

Along with the FSS, this is another new key role, This explains how it fits into a Crown Office.  The agreement was revised in September 2009, with the aim of getting the role up and running in Crown Offices

National Agreement on working Towards a Prosperous and Long Term Crown Office Network

Otherwise known as the Crown Changes Agreement, this sets out how POL and the CWU will work towards making savings to secure the network of tomorrow.

Retail Sales Hours

This agreement, launched at the start of 2010, was aimed at integrating former postshop duties into office rotations.

Agreed in 2005, this deals with the introduction of the Sales Culture, outlining what is expected, and gives protection to individuals against information being used inappropriately.

Following on from the review between POL the CMA and the CWU, this agreement deals with how this affects offices who only have one manager.

POL Sales Incentive Scheme

Aimed at the 2009-10 and 2010-11 financial years, this agreement sets out how CWU members can enhance their earnings, and at the same time, help their office reach its sales targets.  Currently subject to a ballot, with the result due in August 09
